There's definitely something weird there, but it doesn't sound like the usual MP3 compression artefacts.

audio cassettes & LPs output are too harsh/loud very often for Audacity to cope with using the line-input option, hence the clipping, recording through the mic option makes the recording possible & the end result very good. That's strange - it should be the other way round - they may be lab...

A new sound card would certainly be an upgrade - the sound cards built into PC motherboards are rarely very good, but I'm intrigued to know why this doesn't work.
