Audacity has some features that may help, though it depends on what sort of sounds you are wanting to remove, and from what you are removing them. Try running the installer as an Administrator - if it still does not work, try setting "Compatibility Mode" to Windows XP.

Is it possible to get mono on both channels? The way to do it is to record in mono. Go to "Edit menu > Preferences > Audio I/O" and set the number of recording channels to "1 (mono)". The mono recording will be in through both speakers/headphones when you play it. is there a way...

Are you installing Audacity as an Administrator?
Which version of Windows are you using?

You may need to update/repair Microsoft Visual C++ on your machine, but what to do next will depend on what your computer is running.
