Are you talking about installing an updated Audacity package, where the plug-ins and nyquist folders are installed to usr/share/audacity, and then losing extra plug-ins you had added there since the last package? Are such plug-ins removed? Custom Plug-ins are lost if the old version is uninstalled ...

Ensure that the USB device is connected and working BEFORE you opn Audacity. Then go to "Edit menu > Preferences > Devices" and select the USB option in "Record" and "Playback".

I think you need Audacity 1.3 too do that. In Audacity 1.3.12; Immediately before exporting, look in the bottom left corner of the main Audacity window and set the "Project Rate" to 22050. Click "File menu > Export" then select "Other Compressed Files" as the file type....

Not much you can do with that. It's too badly distorted.

This is a version 2 plug-in so it should work in Audacity 1.2.6 but may not work in earlier versions.

Windows 7 will hide some of the recording inputs by default.

Any particular reason for wanting it for the old 1.2 version of Audacity? Audacity 1.2 is almost obsolete and is known to have multiple problems on modern computers. Stretching audio can be done with "resample" or "force-srate" http://www.audacity-forum.de/download/edgar/nyquist/...
