Isn't -18 --24 db too low? Yes, I'd say that was a bit too low. But it is important that you don't ever reach 0 dB (top/bottom of the track). Which version of Audacity are you using?
Where did you find latency settings in Audacity 1.2?
It is normal for latency settings to change if you change other configurations, such as changing to a different sound card or changing the sample rate.

For some types of noise/signal combinations you can get better results in Audacity 1.3 if you amplify the noise by around 6 to 10 dB before you make your noise profile.
