Did you check out the link in my reply to your original post?
Did you get stuck somewhere with that?

There must be both a playback and a recording device enabled in the Windows Control Panel, or Audacity won't work properly.

As far as I'm aware that is not possible. You can do it with WAV files, but not with Raw data files.
Does drag and drop work? If not, how about running a batch conversion on the files to make them into WAV files (you may be able to do that with SOX)

1) Generate 0.04 seconds of white noise
2) Press the "End" key to move the cursor to the end
3) Generate 20-30 seconds of silence
4) Press Ctrl+A (select all)
5) From the Effect menu select "Repeat" and enter the number 8, then press OK.

I can get an initial label just before the end of the first silence if I set minimum distance at less than the length of the first track.
