Choose the option to work silently around the problem ( do not delete the orphaned block files ). Any audio that appears in the project can be exported in the normal way. Exactly which version of Audacity 1.3 do you have? (look in Audacity "Help menu > About Audacity")
I'm aware that some previous versions of Audacity 1.3.x ran effects very slowly, but I don't think there should be a problem with Audacity 1.3.12

There is a function in the "Tracks" menu with various options. "Align Tracks".
In Audacity 1.3.12 it is necessary to align each track one at a time because of the way that tracks are partially linked together. This behaviour may be different in Audacity 1.3.5

As far as I'm aware you can't add a context menu "Import to Audacity" option. However, if you already have a project open that you want to add an audio file to, you can just drag and drop the file onto the open Audacity window.

You can select the track by double clicking on it, then use the Amplify effect from the Effect menu. The default setting in the Amplify effect will bring the volume up as high as possible without distorting (clipping the peaks) of the sound. It's supposed to control the recording level slider of your sound card. Whether it works or not depends on the sound card drivers.
