The USB interface must be connected to the computer and recognised by Windows before you open Audacity.
You may be better to upgrade to Audacity 1.3.12 (better hardware support).
If you still have problems, please post which version of Windows you are using.

An alternative method is to select the option "Include audio before first label" (in the "Export Multiple" dialogue).
