Uninstall Audacity 1.2
then re-install Audacity 1.3.12 as an administrator. (use the Windows .exe installer version for Windows 7 from here: http://audacityteam.org/download/beta_windows )

Try exporting as a WAV file.
Ensure that you have write permission to the destination.
Check that the file name that you are using is made of standard alpha-numeric characters.

I expect that the Mac people will be along shortly to say that you would be better to use Audacity 1.3.12

Have a go at recording with Microsoft Sound Recorder http://www.sevenforums.com/tutorials/9995-sound-recorder-open-use.html This will determine whether the problem is with Audacity or elsewhere in the system. Where did the .bin files come from? Have they been "extracted" from a video format? ".BIN" is not a usual extension for audio files - not even for headerless raw audio data - if they are from a video format it may be possible to determine the correct format from the original fil...

When you select WMA as the file format, click on the "Options" button and select a lower bit rate. The lower the bit rate, the worse the sound quality, but the smaller the file.
