You can, but it would probably be easier to just use a batch encoder program such as oggdropXPd (free and available here: http://www.rarewares.org/ogg.php )
Audacity is primarily for editing, so if you need to edit, then export as Ogg, then Audacity 1.3.12 would be an excellent choice.

For Audacity 1.2.6

"Edit menu > Preferences > Audio I/O tab"
Select "Play other tracks while recording new one".

For Audacity 1.3.12 this setting is conveniently available at the bottom of the "Transport" menu and is called "Overdub".
