Audacity is designed for high quality audio work and does not go as low as 8-bit.
However, you can export in an 8 bit format and the audio will be down-sampled to 8 bit during the export.

What format do you want your exported file to be? [for example, "11 kHz 8 bit WAV (Microsoft) PCM"]
