That's it. Nyquist plug-ins are written in plain text. Just download the "notch.ny" file and move or copy it into your Audacity plug-in folder. It will appear in the Effect menu when you next launch Audacity.

Is that patch different to the current Audacity SVN version?

One possibility may be that Audacity is having trouble scanning for VST effects.
Try (temporarily) disabling VST support (Edit menu > Preferences > Effects) and see if Audacity loads quicker.
