I suspect the problem is that you are trying to mix audio with a 44100 Hz sample rate and audio with a 48000 Hz sample rate on the same track. Audacity 1.2.x does not support multiple sample rates on the same track. If you keep the imported files in their own tracks then you should not get the probl...

I don't use Win 7 myself, but I think Win 7 assumes that if it's a USB audio device, then it will be a microphone and so sets the recording level really high and the recording channels to mono. If you apply the "Amplify" effect with the default settings it will amplify the track as much as possible without creating distortion.

The actual play/record performance depends on a lot of other features in addition to the CPU speed. On old (very low power) PCs, the CPU was one of the most significant limitations on the performance of Audacity.
