I agree that it is not very obvious, but it's worth keeping in mind that for 99.99% of users, using a non-standard Project Rate is a bad idea that can lead to all sorts of problems. For Linux you could have a command line switch, except that it's irrelevant for Linux as VST and AU are not supported.
A command line switch could also be used on Windows to launch Audacity from the Run menu.

Please don't double post - now we don't know which version of Audacity you are using. If you look in the Audacity Help menu > About Audacity, it will say which version you have. If all of the files came from the same project you could try the crash recovery tools: http://wiki.audacityteam.org/wiki/CrashRecovery If they are from multiple projects, you may be able to sort out which files belong to which project by looking at the creation date/time. Problem solved but Audacity has ungraceful behavior. I don't usually use compressed projects, but now that I've tried it I can see what you mean.
