I was trying to follow your test method, but it read as if you were re-encoding a file that was imported from an MP3, so I may have misunderstood. Re-encoding an MP3 will skew the results, Could you describe step by step your test method and I will try to reproduce it.

I've never seen anything not compatible with windows 7 if it works on Windows at all. Look near the Time/Date on your Desktop for a loudspeaker icon. Double click on it to open your sound card mixer applet. Find the "Recording" settings in the sound card mixer and check that your required recording input is enabled. I'm assuming that you are trying to record from your compu...

You're using Audacity 1.3.12 now?
If so, then yes you can change the project rate any time you like. Just click on the Project Rate box in the lower left corner of Audacity and select the sample rate that you want.
