It is impossible to generate a tone to a greater accuracy than one sample. Digital audio is just a series of numbers. Each individual sample is a number. The recommended version of Audacity for Vista (and Windows 7) is Audacity 1.3.12. (Vista had not been invented when the 1.2.x version was written).
