Unfortunately, that makes it rather complicated. Cmake no longer provide binaries for 32-bit Linux, so if you want to go ahead with this you would need to download the source code for Cmake, build that and install Cmake, and only then can you build Audacity. Your "Tools" toolbar is hidden. Enable it in "View menu > Toolbars".

It would be possible to create a plug-in that labels the current selection and adds the start and/or end time of the selection to the label text.
You could then use "Export Multiple" to export the labelled audio, using the label text as the file name.
