The problem is a sound card setting. My guess is that you are using the microphone input, probably on a laptop computer. This is not ideal for high quality audio recording, however if you go into the sound card configuration and turn off all the effects (look carefully for "hidden" microph...

it does not save the file as a text file; I have to include the extension manually in the name. I've only tested this on Linux but the default file name that I get is "labels.txt". Regarding rounding errors, I'm not sure that this should be a problem. As you rightly say, a CD frame is 1/7...

Yes it does make sense, but unfortunately no you cannot currently do that with Audacity.
You can use the Spacebar (or SHIFT + Spacebar) which is a bit more convenient than clicking the play button.
