The default settings in GVerb are rubbish.

You also need to be in "Stop" mode. Effects are not available during Record, Playback or Pause.

Most effects in Audacity will remember their setting during an Audacity session, so the next time you use the effect the settings will be those that were used last. When Audacity is closed and reopened the effect settings will usually be reset to their default values. Other than that the only way is...

It sounds like you may be using an old version of Audacity. The current version is 1.3.12 which you can get from here: http://audacityteam.org/download/
