USB audio devices must be connected to the computer and recognised by Windows before you open Audacity.
When you open Audacity, go to "Edit menu > Preferences > Devices" and check that you have the correct device set as the Recording device and the Playback device.

For simplicity and a good number of features I like the video editor that comes with the full version of Nero (commercial non-free). The full version of Nero is also an excellent CD/DVD burning program. Unfortunately they also bundle several other programs that are less good, but if you are careful ...

If you upgrade to Audacity 1.3.12 (the recommended version for Vista) these problems will probably go away.
Audacity 1.2 has limited capabilities of handling files with different formats or sample rates.
