USB audio devices must be connected to the computer and recognised by Windows before you open Audacity.
When you open Audacity, go to "Edit menu > Preferences > Devices" and check that you have the correct device set as the Recording device and the Playback device.

Upgrade to Audacity 1.3.12
Audacity 1.2.6 has some problems with Flac files.

For simplicity and a good number of features I like the video editor that comes with the full version of Nero (commercial non-free). The full version of Nero is also an excellent CD/DVD burning program. Unfortunately they also bundle several other programs that are less good, but if you are careful ...

Most options are only available when Audacity is stopped and are greyed out when paused, recording or playing.
Ensure that playback is stopped and not just paused.

If you upgrade to Audacity 1.3.12 (the recommended version for Vista) these problems will probably go away.
Audacity 1.2 has limited capabilities of handling files with different formats or sample rates.

You have posted in the "Audacity 1.2.x" part of the forum, so I assumed that you were using Audacity 1.2.6.
Which version of Audacity are you using? (look in the "Help menu > About Audacity")
