The old 1.2.6 version of Audacity is not suitable for Windows 7. It has several known issues that will not be fixed because the 1.2.x series is no longer maintained.
Try upgrading to 1.3.12 and see if that solves the problem.

It has been recognised that in a few specific cases the 1.2 Noise Removal produces subjectively better results than the 1.3 version.
