Then it's not a real WAV file. It may have a WAV extension to the file name, but that does not mean that it is a genuine WAV file. If you upgrade to Audacity 1.3.12 and install FFmpeg then you may be able to import the file (Audacity 1.3.12 with FFmpeg supports many more file types than Audacity 1.2...

Audacity needs to have access to a recording and a playback device, but Vista has a habit of hiding/disabling recording devices so you probably need to go into the Windows Control Panel and ensure that both a Playback device and a Recording device are enabled, then restart Audacity.
