A good way to eliminate Audacity from the equation is to make a test recording using Windows Sound Recorder (I presume Sound Recorder is still included in Windows 7?) It may not be possible to test the sound card as it is probably built into the motherboard. You could try looking for updated drivers...

Assuming that the same recording source (the Kenwood) and the same lead still work on XP (have you checked that it still works?) then it may be either dirty contacts on the sound card socket, or a faulty sound card. The .ZIP version does not contain the help file. This is deliberate and reduces the download file size.
For automatic installation of the help file you need to use the .EXE version.
