There's not enough in that file to recover anything.

I recommend updating to Audacity 2.4.2 at your earliest convenience. You can get it via the Audacity website: https://www.audacityteam.org/download/windows/

To use WASAPI loopback, the audio devices settings in "Windows Sound" should use a sample rate of 44100 in both the Recording AND Playback tabs.

Do you have SoundFlower, BlackHole or similar installed?

When a track is duplicated, the new track should appear below its original/source track by default. This will probably be implemented at some time in the future.
