You need a VST Host program that supports real-time effects.
Have a look here: http://www.hermannseib.com/english/vsthost.htm
Alternatively, there's (non-free) programs such as Reaper, Cubase, Sonar and others.

Re: Need Help With VST Guitar Amps
The instructions say something vague like "copy and paste the .dll is your VST host plug in folder or something. It's not particularly vague - it says (for the "Nick Crow 7170 Lead" effect): " Installation: Put the "Nick_Crow_7170_Lead.dll" files in the VST plugin fold...

Re: Need help with panning...
All audio tracks have a pan slider, but if the track is not deep enough (vertical height) you won't be able to see it. Re: Recording from the Soundcard
Unfortunately many sound cards do not support ''what you hear'' (Stereo Mix) on Windows 7. It is often claimed that this is due to manufacturers concerns about infringing DRM/Copyright law, though I don't know how true that is. Fortunatel, in some cases it is not actually disabled, just hidden, and ...

Re: Having problems with static
We don't want an AUP file - that is just a part of an Audacity project and we will not be able to play it. See here for a full explanation (this is very important) http://wiki.audacityteam.org/wiki/File_Management_Tips WAV files may be uploaded provided that they are less than 1 MB. This does not me...

Motion LE1700 tablet PC
As this involves a rather unusual hardware set-up, I've moved it to the "Recording Equipment" section and changed the topic title so that it will hopefully be easier to find for people with similar hardware.
