I'm not sure exactly what you are wanting to do, but it sounds like "Chains" could be useful.

Arguably, "save compressed copy of project" is a misnomer, since the original .aup file is overwritten I think there should be a warning if overwriting an existing project with a compressed copy. Perhaps this could include a reminder that overwriting a compressed project will re-compress ...

sometimes when the recording has finished I'll find that the first and/or last 20 minutes or so has dropped off the recording. What do you mean "dropped off"? do you mean that the last 20 minutes or so is silent? Is this an unattended recording? Are you sure that when this problem occurs ...

what I'm saying is that if a track's audio data has not been altered and the original source for this session was a Compressed Audacity Project, it should not update the .ogg file for that track.
