it is a nuisance in once respect that you have to keep turning Dither on and off - one shouldn't need to do that. Yes it's a bit of a nuisance, but it's debatable whether one should or shouldn't need to do that. Rather than get into that particular argument, there's a number of practical alternativ...

I don't think there is anything wrong - this sounds normal for a high quality sound card (though I agree it does appear a bit odd the first time you see it). The USB device must be connected and recognised by Windows before you start Audacity. If you have Audacity 1.2.6 and 1.3.12, I would recommend that you use Audacity 1.3.12 as it is generally more reliable and has a great many enhancements that are not available in the old 1.2.6 version. Audacity 1.2.6 suppports Windows 98, and a Beta version for Windows 98 was re-introduced with 1.3.12: Generally I recommend using Audacity 1.3.12 because of its additional features and other enhancements, but if you are using an old machine you may find that the old 1.2.6 version runs a bit quicker...
