when transcribing LPs, I use -6 dB for my setting on the loudest part of the LP. Ticks and pops may clip, but who cares? Live recording is another matter. I've found that -12 dB is usually adequate. That is already possible in Audacity 1.3.12, though it is a bit quirky how it works.
Go to "Edit menu > Preferences > Interface tab"
Deselect "Closing last window quits Audacity"
You will now need to select "Exit" or use the shortcut Ctrl+Q to close (quit) Audacity.
