Audacity does not directly edit files. Audacity works in its own format which are "Projects".
The default format for the audio data in an Audacity Project is "32 bit float".

You can stop skype starting automatically through msconfig, and then just start it when you want to use it. Am I recording at too high a volume? Possibly. Can you post a screenshot (there's a tool in the Audacity Help menu that will allow you to make a screenshot of a track) or post a short (less than 1 MB) sample as a WAV file. I tried selecting line in,"what U hear", mike in-all yield the sam...

You should also be able to import a track by dragging the file onto the open Audacity window.
