There is another dynamics compressor that is available as an Audacity plug-in from here: http://pdf23ds.net/software/dynamic-compressor/ This plug-in can (probably) give better results for this type of task than the built-in Audacity compressor effect. The sound card may be picking up interference from other components in the computer. You could try moving it to a different PCI slot and see if there is any difference.

You should be using Audacity 1.3.12 with Vista, not Audacity 1.2.x
