I think that the version of Nyquist in Audacity 1.3.12 is Nyquist 3.03, or to be more precise, a sub-set of Nyquist 3.03 (a few parts of Nyquist are not included in Audacity)

Why have you selected "What U Hear"? What are you trying to record?

Many newer sound cards do not have "What U Hear" on Windows 7 (or Vista).

With Audacity closed - can you play the Internet radio and listen to it?
Is it playing through the laptop speakers?

Sorry, as far as I can tell your Audacity installation look fine. This problem should not be able to occur and I've no idea why or how it is happening.
I'll ask for a second opinion on this because I'm drawing a blank.
