Do you also have the sound card set to 2 channel stereo in the Windows Control Panel? (There's some information here about the Windows Control Panel, though this example is referring to "Stereo Mix" device settings whereas you need to look at the USB device settings http://wiki.audacitytea...

Audacity 1.3.12 works with XP (I use it everyday at work).

Check that everything is connected and reboot.
Wait for the computer to completely boot up before you do anything.
Then follow the instructions here to open up "Sounds" in the Windows Control Panel and make the USB device visible and enabled.
