AFAIK any MP3 export will include this short bit of silence at the start and end. I'm not sure that is exactly the case Bill. Exporting a generated tone as an MP3 from Audacity 1.3.12 (using Lame 3.98.4) clearly shows the added silence at the beginning, but the end of the file appears to end a litt...

There is a limitation in the MP3 format specification such that MP3s always have a small amount of silence added to the beginning of the file. If you fancy trying another test, try changing everything to 44100 and see if that works.
