For Vista you need to use Audaicty 1.3.12 http://audacityteam.org/download/

My guess is that either your sound card is faulty, or there is a serious problem with the sound card drivers.
Check to see if updated drivers are available. Sound cards rarely work with drivers designed for earlier versions of Windows, so ensure that you get Windows 7 drivers.

The obvious answer would be to make "field recordings" of the various sounds, import them along with the voice recording into Audacity, then adjust the levels to suit.
