For a proper T-Pain effect you need MIDI control, which Audacity does not (yet) support, so at present it's only possible to create a vague approximation of the effect.

Could you give us a clue about which version of Audacity (look in "Help > About Audacity") and which version of Windows (I assume you are using Windows?)

In that case, try changing the settings to 48000 Hz in both Audacity AND the Windows Control Panel.
