My guess is that the first file (test1.mp3) has been recorded from the laptop microphone and not from "Stereo Mix".

Normalizing adjusts the level so that the highest peak will be at the target level - in the case of your example that will be -10 dB. If the audio contains a click that has greater amplitude than any of the other audio, then the track volume will be adjusted so that the click has an amplitude of -10...
