Support for non-English characters is still incomplete in Audacity 1.3.12 beta.
There has been further development work on this and it is improved in the current development code so you should see a significant improvement in the next release.

I can confirm that if a loop is played often enough the playback cursor position will gradually drift out of synch with the actual playback position. As you have access to a Windows computer, I'd go for the easy option and use iTunes to either, convert the m4a files to a different format (such as WAV), or re-rip the CDs to WAV. DZAuthor, you have put Audacity into "CleanSpeech" mode. This is a cut-down interface for people that are just doing simple stuff with speech recordings.
Go to "Edit menu > Preferences > Interface" and disable "CleanSpeech"
