If you are really using Audacity 1.2.x I would highly recommend that you upgrade to Audacity 1.3.12 http://audacityteam.org/download/
Most functions are only available when Audacity is stopped. If you are in Play, Record or Pause then most functions are disabled.

Audacity does not rip CDs.
Both C-Dex and Foobar 2000 (both free) are able to rip CDs to MP3.
If you are wanting to edit the files that you have ripped it is better to rip to WAV so as to avoid the sound quality loss of encoding to MP3 twice.
