If you're writing a script, you could use LAME as a command line program to convert the MP3s, then use SoX for the other operations (in the same script).

Of coarse i have other VST effects installed, There's no "of course" about it. In order to support VST plug-ins Audacity has to trust that the plug-ins are in accordance with the VST specifications, which many VST plug-ins aren't. Badly written plug-ins can cause problems in the host prog...

Audacity 1.2.6 is not recommended for Windows 7. You should upgrade to Audacity 1.3.12 http://audacityteam.org/download/
If that does not cure the problem, check that the recording and playback sample rates in the Windows Control Panel (Sounds) match the settings in Audacity.

If you use Skype or other voip programs, make sure they are not running in the background.
Then open the recording properties by right-clicking over the speaker icon in the System Tray > Recording Devices
and set the recording level.

Try running it again but press the Debug button instead of the OK button. If there is any text in the debug window (that will pop up), copy and paste it into your reply.
One thought - you're not using a comma as a decimal separator are you? The decimal point needs to be a dot.
