I don't think that .mogg is a standard file type. Ogg Vorbis files usually have the extension ".ogg" Where did the file come from? If you install MediaInfo (available through Synaptic) it should be able to give you a detailed description of the file type. If it is a standard Ogg Vorbis aud...

Audacity holds metadata per project, not per track. If you import a track into a new project the metadata in that file should be imported, but metadata from subsequent imported files will be ignored.
