Some multi-track audio programs require that you create a new track before recording. Audacity doesn't. If for some reason you need Audacity to record on a track that has already been created you can use "Append Record". http://manual.audacityteam.org/man/Play ... _Recording

Sometimes Steve can write software to do a simple job, but this is not a simple job. It is possible that there may be a way to do this, however there is a "but" (and as they said in "Spinal Tap" , it's a big "but"...) apart from the delay, are the two files identical ?...

I don't quite "get" the question.
You mean that the sound on one of the video files is out of sync with the picture?
Audacity is audio only, so when you rip the audio out from the video, what is your sync reference?
