Both of the features that you mention have been completely reworked and in my opinion work much better in the 1.3.12 version.

Yes you can delete it, but to be on the (slightly paranoid) safe side, delete it to the Recycle Bin (trash), then check that everything works and you have not deleted anything that you still need.

Unless you may be burning the recordings to DVD at some point in the future I don't think there is any benefit in recording at 48 kHz. Audacity does not "Save" audio files. To create a normal audio file you must "Export".
File menu > Export > Audio.
Lame is not used for exporting WAV files, it is only used for exporting in MP3 format.
"Lame v3.98.3 for Audacity" is the correct version.

Audacity 1.3.12 supports projects made by all previous versions of Audacity. It is not generally a good idea to keep old projects hanging around for a long time.
