Are you using a "binaural" plug-in?
If so, which one, and where did you get it from?

This is not an Audacity issue as such - the available recording sources is dependent on the sound card (audio device) and its drivers. If the sound card and drivers support other inputs, then you will be able to configure them in the Windows Control Panel: http://wiki.audacityteam.org/wiki/Mixer_Too...

Check your sound card settings to see what you are recording from.

Ensure that the Microphone input is muted or disabled.

You can only do that if your CD burning device and the CD burning software supports "CD Text".
If they do, then use the CD Text option in the CD burning software to add the required text.

What do you have set in Audacity "Edit menu > Preferences > Devices"?
What other options are available?

Are you using the standard Ubuntu distribution version of Audacity?
I'm on Ubuntu 10.10 but I can't reproduce the problem. Could you give me step by step instructions of how to make the problem appear.

USB devices must be connected and recognised by Windows before you open Audacity.
If the device was connected, but the computer lost connection to it, try rebooting.

Have you had chance yet to test against genuine tape saturation?
It's been a long time since I did any serious recording on tape, but from memory the plug-in effect sounds a bit over-bright (though it could be specific to the equipment used and/or my memory being inaccurate).
