In Audacity 1.3.12 there's an option in Preferences that may do what you want:

"Edit menu > Preferences > Tracks"
"Automatically fit tracks vertically zoomed" (tick this option)

but a quick glance at it looks interesting. That's what I thought :) I've not tried it myself so I'd be interested to hear what you find out (though it's not actually directly relevant to my own use of Audacity). If you upgrade to Audacity 1.3.12 there's a "Clear" option in the "Recent Files" list.
