In Audacity 1.3.12 there's an option in Preferences that may do what you want:

"Edit menu > Preferences > Tracks"
"Automatically fit tracks vertically zoomed" (tick this option)

but a quick glance at it looks interesting. If you upgrade to Audacity 1.3.12 there's a "Clear" option in the "Recent Files" list.
