What exactly do you want to do? Do you just want to convert some WAV files to MP3, or do you want to edit the WAV files and then convert them to MP3? You may be listening to the sound of the bass after it has done a round trip through Audacity.
Go into "Preferences" (Edit menu) and in the "Audio I/O" tab, if "software playthrough" is selected, de-select it.

Yes, that is odd.
Could you have a look in:
"Edit menu > Preferences > Devices"
and say what settings you have in there.

Also, do you know what sort of sound card you have?

I've deleted audacity and reinstalled it and I'm still having this problem. I don't know why so many people try reinstalling Audacity in the hope of it fixing a problem. What is the full name (including the extension) of the file?
If you right click on the file and select "Properties", what does Windows say about the file? (please include any information given on the "Advanced" tab.

If there are no audio tracks in the project then that is normal. You can't export an empty project.
