If there is a little arrow/triangle at the bottom of the effects list, try clicking on it (and holding the mouse button down). My guess is that the noise is coming from the sound card during the voice recording.

Do you think it's my sound card? That's possible, though I think that it's more likely to either be a faulty lead (or socket), or an incorrect sound card setting. Audacity 1.2 does not have latency adjustment. You need Audacity 1.3.12 (or 1.3.13 which is due for release next week).

In Audacity 1.3.12 it's dBFS (dB relative to Full Scale).
