No, it's too badly damaged for Audacity or any other program.

Press Ctrl+P to open up "Preferences".
Select the 6th tab.
From the selection box, choose your preferred language.

I'd also recommend upgrading to Audacity 1.3. (1.3.13 is due out in a week or so, so that would be a good time to upgrade).
