You should be able to save an Audacity Project and when you reopen it, it should look and sound the same as when you saved it. If it doesn't, then you're probably doing something wrong. I'm pulling from the line out of a mixer. That's good - it probably means that you won't need any additional hardware (apart from perhaps a different lead). What make/model is the mixer? How is the mixer attached to the UCA 202? Are you using the mixer for "live" (PA) use at the same time...

I doubt that the problem has been caused by Audacity 1.3.13. It's more likely that there's just an invalid character in the .AUP file.
Could you upload a copy of the .AUP file to the forum? (if the forum will not accept the ".aup" extension, just change the extension to ".txt")

You need to reduce the input level to the UCA 202. The UCA 202 is a fixed 1:1 gain device, there is no volume control for it, so if the input is too hot it will clip (as you have found out) so the level needs to be reduced before it gets to the UCA 202. What are you recording from?
