Could you try opening this AUP in the Unicode version of Audacity. It will need to be in the same directory as the folder "Test 4 ANSI created_data".

Slow the track down using the "Effect > Change Speed" effect.
Export the slowed down track as a WAV file.
Use your favourite CD burning software to burn the new WAV file to CD.

It is a known limitation of the MP3 format that there is always some silence at the beginning of the file. The problem is compatibility between Unicode and ANSI . Unfortunately the issue is confused by the fact that there is more than one " ANSI character set ". I was not aware that there were any characters in ANSI encoding that were not also defined in Unicode, though your experience has show...
