Are you sure that you're using Audacity 1.3.13? (look in the "Help menu > About Audacity")
In Audacity 1.2.x the effect was called "Center Pan Remover..."

Ok, Older versions have vocal removal but the new 1.3.13 for mac doesn't. However in effects if you scroll down past the apple stuff you will find it now labeled ''Center Pan Remover''.
