Cakewalk will definitely support "44100 Hz 16-bit (Microsoft) PCM" in mono or stereo.

It definitely sounds like you have Audacity recording from the laptop internal microphone.
What hardware are you using with Serato Scratch? For example, do you have a Rand SL3?
Why are you wanting to use Audacity for recording rather than recording with the Scratch software?

Forget about Audacity 1.2.6, just uninstall it and leave it uninstalled.
